Modular Housing Development Fund

To help accelerate housing production, Oregon Housing and Community Services (OHCS)awarded $20 million through the Modular Housing Development Fund (MHDF) as outlined in HB 2001 from the 2023 Legislative Session. The MHDF was developed with partner feedback and an eye toward taking meaningful steps in OHCS’ 2019-2023 Statewide Housing goals. 

The agency worked quickly to get funds out the door, opening applications for funding in November 2023. There were 17 eligible applicants, and the agency awarded funding to the following four:

  • Blazer Industries, Inc., $5 million, Aumsville
    • Blazer plans to gradually shift their commercial manufacturing capacity to residential. In partnership with Hacienda CDC, IdeaBox, and Emmons Design, Blazer plans to standardize modular housing designs, improve operations, and invest in technology upgrades to their facility. 
  • Intelifab, LLC, $5 million, Klamath Falls
    • Intelifab plans to use the funding to expand manufacturing space in their facility and purchase equipment to further modular housing production. They are uniquely positioned to respond and help with future wildfire recovery efforts. 
  • Pacific Wall Systems, Inc., $5 million, Phoenix
    • PACWALL plans to create components and units for modular housing including prefabricated wall panels, stairs, roofs, and accessory dwelling unit kits. They also plan to expand their warehouse and floor assembly space. PACWALL is uniquely positioned to respond to wildfires and natural disasters. 
  • Zaugg Timber Solutions, Inc., $5 million, Portland
    • Zaugg plans to use the funding to purchase several pieces of assembly and transportation equipment for their modular production factory. This equipment will help make more production space available, allow for faster retooling for multiple designs at once, and help manage disaster-resilient modules. 

Successful applicants represent the current modular landscape in Oregon, including:

  • A mix of urban and rural firms
  • Firms that had extensive track records in Oregon
  • Firms new to doing business in Oregon
  • Firms with unique approaches to expanding capacity for complete modular units and components

The developers will prioritize supplying modular housing that is affordable to state and local governments following a wildfire or other disaster, low-income housing construction and middle-income housing construction.
