To address the rise in unsheltered homelessness, Governor Tina Kotek declared homelessness a state of emergency in January 2023. The governor’s office, Oregon Housing and Community Services, and Oregon Department of Emergency Management united through Oregon’s Emergency Homelessness Response to provide housing and supportive services to Oregonians experiencing homelessness.

About the executive orders
