Tribal Housing Resources

OHCS funds several programs that prioritize or fund Tribal housing priorities across the housing continuum, including:

  • Homelessness
  • Affordable rental housing
  • Homeownership
  • Land acquisition, infrastructure, and rehabilitation
  • Capacity building

Tribal Housing Grant Fund

The Tribal Housing Grant Fund (THGF) is a first-in-the-nation program that consolidates a single state funding source to address the housing needs of Tribal Nations in Oregon. In 2025, the Oregon Legislature allocated $10 million to OHCS to expand the housing resources available to the Nine Federally Recognized Tribes of Oregon to include affordable rental housing and homeownership projects, and to maintain the By and For Initiative-Native American Tribes of Oregon (BAFI-NATO) investments. Affordable Rental Housing Development

OHCS’ Affordable Rental Housing Division (ARH) primarily distributes its resources through the Oregon Centralized Application (ORCA). The ORCA offers loans, grants, and tax credits to support the development of affordable housing. Below are the resources designed specifically for and available to Tribal Nations. Set-aside allocations for Tribal Nations

Housing Development Grant Program (HDGP)

The ORCA includes $20 million prioritized for Tribal Nations under the HDGP. HDGP is funding that can be used for new construction, acquisition, rehabilitation, and operating costs and comes in the form of a grant or a loan. Learn more about HDGP.

9% Low-Income Housing Tax Credits (LIHTC)

Ten percent of the federally allocated 9% LIHTC are set aside for Tribal use only and can be used for projects sponsored by Tribal governments, Tribally-designated housing entities, or Tribal corporate entities on Tribal trust land. Learn more about LIHTC.

Capacity building

Supportive Housing Institute (SHI)

SHI is an annual program that supports teams developing permanent supportive housing (PSH). OHCS continues to prioritize rural and Tribal Nation applicants for this program. Learn more about SHI.

General Housing Account Program (GHAP)

GHAP provides resources for partners to increase internal capacity for affordable housing development, preservation, and operations. The agency has worked with the nine federally recognized Tribal Nations to expand access to GHAP resources through grant agreements. Capacity building grants can range from $150,000 to $245,000 and used over a two-year period. Learn more about GHAP.
