ORCA Available Resources

Below are the resources Oregon Housing and Community Services (OHCS) intends to award through the Oregon Centralized Application (ORCA) process by funding source and set-aside. It shows currently available development resources including:

  • Set-aside categories for capital resources
  • Private activity bonds
  • Other funding resources

You can also view projects currently on the ORCA waitlist or visit ORCA's Affordable Housing Pipeline and Waitlist webpage to better understand how resources are allocated across the rental housing development pipeline.

ORCA Currently Available Development Resources

  • Last updated: October 8, 2026
  • Notes:
    • Regional set-asides are further allocated to gap-only and 4% Low-Income Housing Tax Credit (LIHTC) projects.
    • The following resources are not currently available but will be made available later in the biennium: Preservation and Stabilization
    • Land Acquisition Program is closed for homeownership, but is still available for rental housing development
    • ORCA gap subsidy is fully committed. As of Sept. 14, 2025, OHCS has reserved nearly all 2025-27 gap subsidy to projects, and the resource-ready waitlist currently includes dozens of projects. The ORCA remains open for new applications, however new submissions should expect a lengthy wait for gap subsidy.
