  • Welcome to the Chief Human Resources Office
    Beautiful Cherry tree in bloom
The Chief Human Resource Office (CHRO) provides enterprise-wide policy leadership necessary to maintain a reliable and qualified workforce for the state of Oregon. The Office's centralized policy functions enable executive branch agencies to share resources and expertise with which to manage their human resource assets and capital in a cost-effective way. We oversee state agencies' human resources (HR) functions: Classification and Compensation, HR Policy, Executive Recruitments, Labor Relations, and Workforce Development.

Chief Human Resources Office ProjectsHuman Resource Information System:
Oregon's current Human Resource Information Systems (HRIS) are antiquated, green-screen systems that are more than 20 years old and do not provide the data and management information we need.  An updated, modern HRIS will free up HR professionals to do meaningful HR work, and will give decision makers the tools and information necessary to best manage the state's workforce.  Click here for more information.
Management Class/Comp Review:
The Governor, in partnership with the Legislature, is steering the state through substantial change in the way services are provided to Oregonians - in health care, education, economic and community development, and workforce development.  Once piece of that work is taking a look at our current system of classifaction and compensation.  The state has not completed a comprehensive evaluation of this system for the state management since the 1990's.  Consequently, our system is very outdated.  We're working to change that, and we need your help to do it.  Click here for more information and/or to participate.
