Nationwide Vehicle Rentals


The WSCA-NASPO Vehicle Rental program are agreements with Enterprise, National and Hertz rent-a-cars.  These agreements offer deeply discounted rates along with unlimited mileage, one way rentals up to 500 miles and $1 Million liability and full Loss Damage Waiver protection.  Roadside assistance and direct billing is also available under these agreements.

Use of the Agreements

The discounted rates under the Master Price Agreements are available to all states who execute a participating addendum with the contractors. Blank participating addendums are located above under each contractor. Political subdivisions may use the discounted rates through their states cooperative procurement programs. Please contact the WSCA-NASPO Contact shown above to execute a participating addendum. Please forward a copy of the signed participating addendum to the State of Oregon.

Corporate ID Number

Once a participating addendum is executed, participating states and political subdivisions will be issued a corporate ID number by the Vendor. The corporate ID numbers are unique to each state and should only be used by that state. Travelers will need to provide this corporate ID number when reserving and renting vehicles to access the discounted rates and other benefits that the master agreements provide.​

Renting Vehicles

Depending upon your state policies, vehicles may be rented directly with the contractor via a toll free reservation number or website. Be sure and include your corporate ID number with the reservation. Vehicles may also be rented though your states travel agency and the WSCA-NASPO Travel Center. Be sure and check with your own states travel department on the proper way of renting vehicles.

Discounted Airfare


The WSCA-NASPO Discounted Air Fare program consists of agreements with airlines that apply discounts off of published ticket prices at the time of ticketing.  This program is available for all domestic and limited international coach fares and requires performance measures and quarterly reporting requirements by participants.

Dependent upon your states travel program, discounted rates may be obtained through your states contracted travel agency or though the WSCA-NASPO Travel Center. Be sure and check with your own states travel department on the proper way of booking airfare.​

WSCA-NASPO Travel Center Booking Tool

The WSCA-NASPO Travel Center contains agreements for travel services that were competitively solicited by the State of Oregon using the Western State Contracting Alliance format.  These agreements were solicited to meet public entity travel needs.

All of these agreements are available for use by:

  • All Participating States*
  • Any political sub-division in a Participating State*
  • Any political sub-division with permission from a non Participating State*

*Participating States are those States that have executed Participating Addendums with the Booking Tool, Vehicle Rental and Airline Contractors.  Any State and political sub-division may use the WSCA/NASPO Lodging Program without the execution of a Participating Addendum.

Nationwide Lodging Services

WSCA-NASPO Lodging is a nationwide lodging program that contains over 11,000 qualified lodging facilities consisting of over 1,000,000 rooms that will honor GSA Per-Diem Rates for State and Political Subdivision employees traveling on official business.  The qualified lodging properties have agreed to provide lodging services per the terms and conditions of the Request for Qualification.

For States wanting to access the WSCA-NASPO Lodging Program Rates through their contracted travel agencies, please download and complete the Travel Agency GDS Form.

Mission:  WSCA-NASPO Lodging was created to achieve two objectives.  First, to ensure State and political subdivision employees are able to find lodging facilities that will honor GSA per-diem rates for their stay.  Second, for the States to gather their travel spend.  WSCA-NASPO Lodging contains a searchable database that will provide travelers a list of properties for their travel and will also gather all of the search information.  When searching for lodging, please complete all the fields accurately.  WSCA will keep track of the search results in hopes of leveraging the spend to achieve further savings.

Extension of existing in-state lodging programs:  WSCA-NASPO Lodging is meant to be an extension of in-state travel qualified lodging lists.  In-state lists may have a more comprehensive list that caters to the needs of that State.  If traveling within your state, travelers should check any existing in-state list.  If traveling out of your home state, travelers should use WSCA Lodging to search for lodging accommodations.

Pricing:  Properties participating in WSCA-NASPO Lodging must offer at or below GSA per-diem rates for State and Political subdivision employees.

Fees:  Properties shall not charge Participant Travelers the following fees:

  • Change/Cancellation Fee if change or cancellation is received prior to 4:00 PM the day of check-in
  • Booking, Deposit or Reservation Fee
  • Short notice reservation fee
  • Early Departure Fee
  • Flat City Tax (State and local room taxes exempt from this tax)
  • Parking fee when staying with no vehicle
  • Resort fees
  • Energy fees

Since this is a qualification program, a WSCA-NASPO Master Agreement is not needed and no Participating Addendum is required to be signed.

Booking a room: To book a room, contact your contracted travel agency if required by your state's policy or book online using WSCA-NASPO Travel Center.  You may also book directly with the hotel, however you will need to provide them the appropriate corporate ID number.  Corporate ID Numbers are located at the WSCA-NASPO Travel Center under the hotel tab.

Checking In:  Travelers checking in at the hotel will need to produce verification of being a government employee.  Verification types include:  an employee ID badge, a business card with employees name printed on it, or a government credit card with employer name and employees name identified on the card.

Please visit the WSCA-NASPO Travel Center to register and begin using the tool to book Hotels.  Registration is free and limited to public employees using a work email address.

Searching Properties:  The searchable database will display properties for the city you searched for.  It contains icons showing amenities.  It contains additional information (map, property details, and rates) by clicking the links on the right.

Estimated Costs:  When searching for lodging facilities, the estimated cost is based on the per-diem and length of stay for the city searched. This estimated rate may change if the property offers a discount or if your search dates begin in one per-diem season and end in another.  Properties that offer a discounted rate are identified with a green $ icon. Local taxes may vary by location and are subject to change without notice. 

Preferred Properties:  Green is Good.  If the search results show a green leaf or & icon, it indicates that property is economically or environmentally preferable.  Economically preferable indicates the property offers rates lower than GSA per-diems.  Environmentally preferable means the property is using advanced environmentally friendly processes in their operation.  Green star indicates that there are no blackout dates and a green key means the property offers last room availability.

Hotel Service Correction Request

If you or your traveler experiences services not meeting the requirements outlined in the terms and conditions of WSCA-NASPO Rooms, you are asked to complete the Request for Compliance Authorization form and send it to the appropriate Hotel. The Hotel Service Correction Request is located on the WSCA-NASPO Travel Center hotel page. Search for the hotel under the hotel tab and click the "Hotel Service Correction Request" green button and complete the form. The form will automatically be sent to the hotel for response.
