State Controller's Division, February 2002
Documented state board and commission bylaws are the ground rules that everyone in the organization agrees to follow. They hold the group together and form the nucleus of board and commission governance. The bylaws should serve to operationalize and ensure compliance with organizational enabling legislation, Oregon's public meeting laws, and the Board and Commission Manual published by the Oregon Governor's Office.
