Here’s an opportunity to hear international leaders in providing E-Commerce to the world. Sessions are scheduled for ease in attending those that interest you. Preregistration is not required. You’ll be asked to sign in and check the box for the sessions you’ll attend. Sign in sheets will be available for the full day. There is no cost. CPE hours are available and will be distributed electronically by August 15, 2008. The morning refreshments are provided.

Audience: Senior state officials, Legislators
Global Trends and a Compelling Need for New Government Thinking (60 minutes)
This opening presentation will showcase the dramatic changes that are occurring worldwide and the impact to our lives. Find out what lies ahead and what these trends mean to policymakers and government operations. As an introduction into the e-Commerce portion of the briefing, we will summarize the evolving impact of technology on government to citizen and business interactions around the world.
Speaker: Frieda Yueh, Executive - Strategic Trends and Directions
Frieda Yueh is an IBM senior solutions executive, specializing in the Public Sector. Frieda has 30 years of experience in all industries, services and products and has spent the last fifteen years working with the government, education and health industries. She currently supports IBM clients in the United States, Canada, and Latin America. She is responsible for formulating responses to the emerging strategic, business and technology needs of our largest public sector organizations. Frieda works closely with IBM’s Institute for Electronic Government and the IBM Center for the Business of Government, both of which are world renowned research centers. The IEG focuses on issues including public policy as it relates to technology strategy and execution, economic development and education, online citizen and business services and e-democracy. The Center for the Business of Government helps public sector executives improve the effectiveness of government with practical ideas and original thinking.

The Business Case (60 minutes)
This presentation will examine the justification for e-Commerce projects in the public sector, both singular and enterprise-wide, using real examples. We will also discuss how such justification might change given new technology approaches.
Speaker: Mark Cleverley, Public Sector Director of Strategy
Mark Cleverley has been with IBM for 30 years and in his current role, helps governments with technology-enabled transformation. He advises IBM’s public sector customers on opportunities, challenges, and best practices in the evolving use of new technologies. He consults on IBM’s government projects and has written and spoken in the USA and abroad. For some years, Mark was responsible for IBM’s Public Safety, Justice, and related clients in Europe, the Middle East, and Africa. He has led technology-enabled innovation projects in the oil, aviation and financial services industries, in Western Europe, the USA and Russia. He managed consolidation projects for European data centres and launched one of the earliest (pre-web) public access kiosk developments. Before joining IBM, Mark was trained as an air traffic controller. He published IBM’s original white paper on “Portals in Government” and contributed to the IBM’s “On Demand Government - Continuing the e-Government journey”. Mark has a joint honours degree in Psychology and Philosophy from Oxford University. A British citizen now living in the USA, he is fluent in French and has a working knowledge of Russian.

Single View of the Citizen (45 minutes)
Effective e-Commerce requires government to have a 360 degree view of their customer. The IBM “Single View" platform provide this and more. We will discuss this unique middleware approach which was designed to provide a consolidated view of information and a safe and secure method of sharing Constituents' data across the organization. TheSingle View approach addresses security, multiple identification sources, decision analytics, constituent data integration, data cleansing issues, and master data governance. This presentation also shows how existing business systems can be enhanced instead of being replaced during the e-Commerce implementation.
Speaker: Thomas Bossie, Industry Solutions Lead
Tom Bossie is the IBM Public Sector Industry Solutions Lead for the Single View of Constituent platform. This includes Information Management acquisitions that have been merged into a middleware platform focused on improving government customers’ applications environment to achieve data sharing for citizen data. Current public sector areas of focus include: Citizen Data integration for a Single view of constituents, Identity resolution, business analytics and data management for data quality &records de-duplication. Tom began his career with the State of West Virginia Department of Transportation moving to the Information Systems and Services Division (ISSD). He then moved into the software industry where he began a series of positions with the major software vendors including (Oracle, SAP, Vignette…), initially building their public sector organizations.

We know that successful e-Commerce projects are facilitated by a well-designed infrastructure. This presentation will discuss the elements of the most supportive structures and do's/don'ts for planning these types of projects.
Speaker:Jody Dyerfox, Strategy Executive, Worldwide SOA Solution Sales
Jody Dyerfox has supported technology solution sales for IBM for 15 years. Her clients, for whom she leads strategic, consultating, financial, and analytical projects, reside in America, Latin America, EMEA and AP. Jody is an expert for end-to-end technology and the infrastructure requirements to support complex systems. She is familiar with hardware, middleware, services, Linux (open standards and open source, virtualization, and social software (e.g. Beehive, Dogear, Cattail), Web 2.0, SOA, clustering and consolidation.
2:30 – 3:15 Assuring Audit and Compliance (45 minutes)
What are the best practices for audit and compliance concerning e-commerce implementations, especially on a statewide basis? Where are such projects being done and what are their lessons learned? Why departments should be concerned about this subject?
Speaker: Jerry Welsh, Tivoli Security Sales Leader
Jerry Welsh is a Business Unit Executive for IBM Tivoli Security. Jerry started at IBM in 2002 as a result of IBM's acquisition of the Access360 company. Access360's strength in the marketplace was the leading edge identity management and development of enRole, which ultimately became the IBM Tivoli Identity Management product deployed by the State of Oregon and KPMG. At Access 360, Jerry was the Director of Finance; he was responsible for financial reporting, accounting, investment fundraising, and sales operations. Prior to Access360, Jerry was an Audit Manager at Deloitte & Touche, where he received certification as a Certified Public Accountant (CPA). Jerry holds a Masters of Business Administration from the Anderson School of Business, University of California, Los Angeles (UCLA Anderson). He graduated with a B.A. Business (emphasis accounting) from California State University, Fullerton.

3:30 – 4:15 pm Closing Lessons Learned - Governance, Integration and Collaboration (45 minutes)
A hard-hitting closing set of messages about why e-commerce projects work and don't work - what project managers and sponsors say about what they would advocate and what they would have done differently. How can we make sure that a supportive and productive environment for these projects is in place for the future?

The State Controller´s Division will provide WebSphere Payment Manager overview training. The training is available to agencies who are in the process, considering, and/or have already implemented DAS SecurePay. The training can be provided at the agency location. The overview will include:

- Issuing credits
- Reconciliation
- Chargebacks
- Security
- Overview of Internet Credit Card Processes
