The State Controller’s Gold Star Certificate is presented to state agencies that provide accurate and complete financial information in a timely manner.  Each year, as the fiscal year end closing process gets underway, Statewide Accounting and Reporting Services (SARS) notifies state agencies of the specific activities required to earn the Gold Star and the due dates to submit specific information. Gold Star criteria may change each fiscal year to accommodate specific year end situations and issues.
 
To earn the Gold Star Certificate, an agency must complete year end financial reporting adjustments and provide information for financial statement note disclosures and for the Schedule of Expenditures of Federal Awards. The accounting records and data provided must be substantially accurate in addition to being completed on time.
 
Agencies’ participation in the Gold Star Certificate program is important to Oregon in meeting statewide fiscal performance goals and critical to the timely preparation of Oregon's Comprehensive Annual Financial Report (CAFR) and the Schedule of Expenditures of Federal Awards. SARS analysts work closely with their assigned agencies to help them become successful recipients of the Gold Star!
