Multiple babies Board Adopts New Rules Effective 1/1/2011
From reviewing the risks of certain types of births in the home setting to the circumstances involved in transferring care of mother and baby during delivery if complications occur, the Oregon Health Licensing Agency (OHLA) and the Board of Direct Entry Midwifery have spent over a year reviewing current regulatory requirements culminating in revisions to Oregon Administrative Rules (OAR) Chapter 332, Divisions 015-030.

Original License Fee Discount
Starting January 1, 2012, the $1,800 original license fee for first time fully qualified Direct Entry Midwife licensure applicants residing in Oregon will be waived. The discount will be offered as long as funding remains available and to only those qualified applicants who have never held licensure in Oregon. New licensees residing in Oregon will still be required to pay an application fee of $150.00 to cover application processing costs. The waiving of the license fee for first time licensees is designed to alleviate the financial barrier for new midwifes coming into the profession.

In 2010, mandatory reporting by certain health professionals caused complaints to spike as health professions came into compliance with the new reporting laws. OHLA is required to investigate every complaint. "It is extremely unfair for someone who was not a part of the licensing base to bear the burden for litigation and investigation costs from the previous two years." says OHLA Director, Randall Everitt. "We hope expenditures by the board continue to decrease as the investigations are completed." The Agency will reassess fees in 6 months to determine if a fee decrease can be provided to all licensees.

First time applicants residing in Oregon seeking the original license fee discount must meet all qualifications in accordance with OAR 332-015-0030.
LDMs Begin Submitting Birth Data to MANAstats on June 1, 2011

Beginning June 1, 2011, licensed direct entry midwives (LDM) begin submitting birth data to the Midwives Alliance of North America (MANA) MANAstats Project as required under Oregon Administrative Rule (OAR) 332-020-0017. Data collection begins for each mother who initiates care on June 1, 2011, forward. Beginning June 2012, LDMs will be required to submit a copy of their individual MANAstats practice report annually to OHLA at the time of license renewal.
Licensees of Four OHLA Boards Must Report Prohibited Conduct

As the result of the passage of House Bill 2059 in the 2009 session of the Oregon State Legislature, licensees of certain state licensing boards and four boards overseen by the Oregon Health Licensing Agency (OHLA) must report unprofessional or prohibited conduct of other licensees.
