Midwifery Licensure Is Voluntary in Oregon

A licensed direct entry midwife (LDM) supervises the conduct and labor of childbirth, advises the parent as to the progress of childbirth, and renders prenatal, intrapartum and postpartum care. Licensed direct entry midwives provide care in the home, in birthing centers, clinics, and as teachers at midwifery schools. Licensure is voluntary, and unlicensed midwives may practice in Oregon.

The Oregon Health Licensing Agency (OHLA) oversees regulation of direct entry midwifery and other health and related professions. To access OHLA's home page, go to Department at the top of the left navigation menu and click on Oregon Health Licensing Agency.

OHLA Offers Innovative Option to Civil Fines: Training Workshops
Training in lieu of fines
The Oregon Health Licensing Agency (OHLA) recently became one of the first state regulatory agencies in the nation to offer health, safety and infection control training in lieu of paying a civil fine.

"Our goal is to protect the public," says OHLA Regulatory Operations Manager Tim Molloy. "We think that educating licensees is the most effective way to accomplish that goal."

More than 30 licensees, the majority of whom practice in one or more fields of practice of cosmetology, participated in the first two training sessions at OHLA in Salem on February 25. All of their current violations were expunged and their civil fines waived as a result.

Just in time for the New Year, the Oregon Health Licensing Agency (OHLA) begins offering expanded hours and new services on Monday, January 7, 2008.

OHLA begins staying open during the lunch hour and expands examination times to five days a week -- just a few of the more visible changes to the agency to better serve OHLA customers.

"What are we doing to make our customers feel special?" asks Richard McNew, who has headed OHLA's recent agency reorganization efforts at the direction of OHLA Director Susan K. Wilson. "We are not only a consumer protection agency. We're an agency that helps qualified professionals get to work and keep working."

OHLA is looking to improve upon its already impressive rate of providing "same-day licensing" to more than 60 percent of applicants while expanding other services to assist customers.

"The intent of the reorganization is to provide more efficient, responsive and accountable public service," says Wilson. "Within the first six months of the new biennium, we have reengineered the agency toward those goals. We think our customers will notice the difference."
