About the board

The Oregon Board of Licensed Dietitians oversees the practice of dietitians, who integrate and apply principles derived from the sciences of nutrition, biochemistry, food, management, physiology and behavioral and social sciences to achieve and maintain people's health through a number of approaches.

The Board of Licensed Dietitians consists of seven members appointed by the governor:

  • Two are members of the general public
  • One is a physician trained in clinical nutrition
  • Four are licensed dietitians who have been engaged in dietetic practice for a least five years

The term of office is four years, but a member serves at the pleasure of the governor. If a person serves two consecutive terms, a period of at least four years must elapse before the person is again eligible for appointment.

Yulia Brockdorf

​Yulia Brockdorf, RD, LD, CDCES, CST, MA, NCC, LPC, BC-ADM, BC-TMH, LMHC, FAIHM, LN serves as an expert within the fields of nutrition, counseling, and integrative wellness. Her use of psychotherapy paired with integrative functional nutrition addresses the treatment of mental health disorders and nutrition in innovative ways.

Yulia graduated from Minnesota State University, Mankato with a B.S. (summa cum laude) in Dietetics as well as Food and Nutrition. Later she earned a M.A. in Clinical Mental Health Counseling from Adams State University and completed an Interprofessional Fellowship in Integrative Health and Medicine with the Academy of Integrative Health and Medicine.

As a result of her expertise in diabetes management, behavioral and mental health dietetics, and Attachment-Focused EMDR for the treatment of trauma, Yulia belongs to numerous professional affiliations. Jessie Pavlinac

Jessie Pavlinac, MS, RDN-AP CSR, LD, FNKF, FAND received her BS in Zoology from Oregon State University and her MS in Nutrition Science from University of Wisconsin, Madison and a MS in Healthcare Management from Oregon Health & Sciences University (OHSU). She retired as Manager of Clinical Nutrition at Oregon Health & Science University (OHSU) in 2020 where she practiced for 41 years in the areas of renal and transplant nutrition and clinical nutrition management. Jessie is currently an adjunct instructor at OHSU and Rutgers, and an associate instructor at Clackamas Community College. Jessie is a former president of the Academy of Nutrition and Dietetics and still serves on several committees.

Jessie has received several honors including the recipient of the Academy of Nutrition and Dietetics Medallion Award, Fellow of the Academy of Nutrition & Dietetics, Fellow of the National Kidney Foundation the Oregon Dietetic Association Award of Merit, the National Kidney Foundation Council on Renal Nutrition Recognized Renal Dietitian, the American Dietetic Association Council on Education, Outstanding Dietetics Educator, and 2010 Winter Olympic Torchbearer.

Jessie is a native Oregonian who grew up in Roseburg and still has family ties to that community. Jessie and her husband Randy operated his family berry farm in Oregon City for 20 years.

Russ Cagle

 Dr. Russ Cagle is Professor Emeritus of the Department of Exercise Science at Willamette University in Salem, where he served as department chair from 1994-2008, and as professor since 1985. Dr. Cagle also served as Willamette's Athletic Trainer (ATC) from 1985-2006, and as Head for thirteen years (1985-1997). He was Assistant Professor and AT Curriculum Director at the University of Montana for three years prior to Willamette University. Dr. Cagle worked at the University of Oregon as Head Football ATC (1977-81) and at San Diego State University as Graduate Clinical Director (1970-1977). At each institution he served two roles: athletic trainer and educator.
 
Among his numerous professional developments and accomplishments, Dr. Cagle was elected twice by his peers to the Board of Certification (BOC) for the Athletic Trainer and served as BOC Director from 1997-2004, and four years as President. He was inducted into the inaugural Oregon Athletic Trainers Society Hall of Fame and presented the National Athletic Trainers Association's Most Distinguished Award. He was also awarded several teaching accolades during his academic career. Dr. Cagle received his education from the University of Montana, San Diego State, and Oregon State University. Dr. Cagle served on Oregon's Board of Athletic Trainers for seven years (2010-2017), four as Chair.
 
"I am interested in professional standards of practice, licensing issues and health care regulation. The Health Licensing Office and the Board of Licensed Dietitians are both very respected entities and I am honored by this appointment as a Public Member," says Dr. Cagle.

Sarah Lowe

Sarah Lowe MS, RD, LD is a Clinical Dietitian at Shriners Hospital for Children in Portland, Oregon. She provides nutrition care to children throughout Oregon, Washington and Alaska. Currently Sarah is working to become a Board Certified Specialist in Pediatric Nutrition.

​Sarach graduated from California State University Sacramento with a Bachelor of Science in Dietetics, and completed her Dietetic Internship and Masters of Science degree at Oregon Health & Science University.

When not working, Sarah enjoys running, gardening, painting and spending time with her family.

Dr. Gerald Youker

Term: 1st Full

​Dr. Gerald Youker, MD is an Endocrinology, Diabetes and Metabolism Specialist in Portland, OR and has over 50 years of experience in the medical field. He graduated from Loma Linda University School of Medicine medical school in 1971. He is affiliated with medical facilities Adventist Health Portland and Providence Portland Medical Center.
