Location of Public Meetings

The volunteer citizen boards under the administration of the HLO hold their meetings at the above address unless otherwise noted. Meetings are regular board or council meetings unless mentioned in the name of the meeting (example: rules advisory committee meetings or rule hearings).

The purpose of the board meetings is to conduct board business. The schedule or agenda on each board meeting page is subject to change. Check back frequently for the specific board meeting(s) you are interested in attending to confirm the meeting date, time, and agenda if you plan to attend.

Meeting Attendance Options

There are three options to "attend" a board meeting. They are:

• In person, at the Health Licensing Office (see physical address listed above).
  
• By way of Microsoft Teams (audio and video); or Zoom for the Board of Sign Language Interpreters only.
  
• By way of Microsoft Teams call-in option (audio only); or Zoom for the Board of Sign Language Interpreters only.
  

Please refer to each individual meeting in the list below and click on the "Notice and Agenda" link when it becomes available. The notice for the meeting will provide you with the link or the telephone number to call in on as well as the ID numbers and passcode numbers needed for each meeting. Each board and council have different links and numbers for each individual meeting, so be sure to check the attendance options for the specific date and time of the meeting you are interested in. Agendas will be posted for each meeting as they become available.

All board and council meeting public sessions will be recorded and posted on the Health Licensing Office YouTube Channel. Please allow up to one week for posting once the meeting date has passed. Once on the webpage, look for the board or council you are searching for and then select "View full playlist."

Violations of Oregon Public Meetings Law

There are mandatory prerequisites for submitting Public Meetings Law complaints to the Oregon Government Ethics Commission (OGEC). These prerequisites also apply to executive session complaints. If you fail to satisfy the mandatory prerequisites before filing your complaint with OGEC, the OGEC has stated that it will dismiss your complaint. 

If you are comfortable addressing your public meetings law concern directly with the Health Licensing Office (HLO) instead of filing a formal complaint, then the HLO invites you to do so. However, if this is not possible or if your concerns remain unresolved, the OGEC has the authority to enforce public meetings laws.

The OGEC offers a complaint process to submit alleged violations of Oregon public meetings law. Information about the process and frequently asked questions can be found at: https://www.oregon.gov/ogec/public-records/Pages/Complaints.aspx. 

In accordance with the mandatory prerequisite of filing a written grievance with the public body before filing your complaint with OGEC, you can submit the “Oregon Public Meetings Law – Complaint Form" to Josh Page through one of the following methods:

2. In person, between 9 a.m. and 4 p.m. on any open business day, Monday through Friday, at the following location:
