Health Licensing Office

The State of Oregon's Health Licensing Office (HLO), part of the Oregon Health Authority's Public Health Division, is a central licensing and regulatory office that oversees multiple health and related professions. HLO protects the health, safety and rights of Oregon consumers by ensuring only qualified applicants are authorized to practice. HLO reviews and approves applicant qualifications, conducts examinations, inspects thousands of licensed facilities and independent contractors, responds to and investigates consumer complaints, and disciplines licensees who are found in violation of state requirements.

To that end, HLO works with 19 boards, councils and programs in the State of Oregon.

Office Hours: Monday through Friday 9 a.m. to 4 p.m.
Testing Hours: Monday through Friday 9 a.m. to 1 p.m. 

Examination testing cutoff time is 1 p.m. Monday through Friday for all in-office examinations. You will need to return another day to sit for your examination(s) if you arrive to our office and check in after 1 p.m.

The Health Licensing Office will be closed or have delayed openings on the following days:

  • Friday, August 28, 2026: Lobby will be closed. No walk-in service or testing available this day.

  • Monday, September 7, 2026: Office will be closed for Labor Day

  • Wednesday, November 11, 2026: Office will be closed for Veterans Day

  • Thursday and Friday, November 26-27, 2026: Office will be closed for Thanksgiving

Oregon Board of Sign Language Interpreters - Notice of Proposed Rulemaking - Public Rules Hearing

The Oregon Board of Sign Language Interpreters, under the Health Licensing Office (HLO), is notifying interested parties that proposed Oregon Administrative Rules (OAR) have been filed with the Secretary of State's Office for publication in the August 2026 Oregon Bulletin.

The proposed rules are necessary to maintain qualifications and standards for sign language interpreter licensure and renewal in Oregon and to implement the requirements of Senate Bill 950 (2025), enacted by the 2025 Legislature to further refine the licensure and regulation of sign language interpreters.

You are invited to review the proposed rules and submit comments from now through 12 p.m. (noon) on August 28, 2026. Comments may be submitted by email to Samie Patnode at samie.patnode@oha.oregon.gov or by postal mail to:

Dental Laboratory Program – Program Implementation Update and Limited Waiver on Enforcement

​Dental Laboratory Program Implementation Update 

House Bill 2594 (2025) created the Dental Laboratory Program within the Health Licensing Office (HLO). The bill establishes an operational date of July 1, 2026. 

The HLO is currently in the rulemaking process for implementation of the program. However, permanent administrative rules will not be in effect by July 1, 2026. As part of the rulemaking process, proposed fees are subject to review pursuant to ORS 291.055 by the Director of the Oregon Department of Administrative Services. 

Until permanent rules are filed and effective, the HLO is unable to begin accepting applications or collecting fees for Dental Laboratory authorizations. 

For this reason, the HLO will begin accepting applications and fees after permanent rules become effective. Additional information regarding application availability and program implementation timelines will be communicated as updates become available.
