The State of Oregon initiated RAPTOR in 2010 to share information on a common operating picture (COP) as part of the US Department of Homeland Security’s Virtual USA Northwest Pilot Project program. RAPTOR enables users access to live data in combination with traditional map layers to create a comprehensive picture anywhere, anytime.
RAPTOR is a web mapping application that allows users to display data from various resources onto a single map. RAPTOR supports our Emergency Operations Plan by sharing information before, during and after an event. RAPTOR allows us to develop, implement and operate data sharing with our community. RAPTOR enhances our overall readiness because as we all know, incidents do not stop at our borders.

RAPTOR relies on data and tools defined by our emergency management community. With RAPTOR, the emergency management community can interact with critical data 24 hours a day, 7 days a week.  
  • RAPTOR Event Switcher: enables users to switch the map view to display data relevant for a particular type of incident, such as air quality and fire perimeters for wildfires, stream gages for flooding and many more. 
  • Add Data Tools: enables users to add and use map resources including datasets, imagery, web services that are accessible from ArcGIS Online (and your organization), REST services served publically from ArcGIS Server and shapefiles.  
  • Edit Data Tools: enables authenticated users to create and edit incident information within RAPTOR. 
  • Area of Concern Report: enables users to search key data within a geographic area of interest. Results can then be exported to an Excel spreadsheet.
