Employee Pay Assessments Resources

When Agencies Complete Employee Pay Assessments (EPA)

EPAs are completed by agency human resources (HR) offices to determine pay when you are hired and following certain job changes. Agencies complete the EPA using the Oregon State Step Calculator to apply credit for:  

  • Seniority – Time in your current job. You receive 1:1 credit (1 year experience = 1 year credit) for time spent in the classification.
  • Education – An experience equivalent is given for the highest degree you have received (associate, bachelor, master, educational specialist, or doctoral).
  • Relevant Prior Experience– You receive credit for past experience, tasks, and duties relevant to your job in terms of skills or knowledge required. It does not necessarily mean you must have worked in the exact role or had the same job title before. Volunteer experience, internships, practicums, and residency may also be relevant experience used to determine compensation. You receive 2:1 credit (two years of experience = 1 year of credit) for relevant prior experience.

Assessment Resources

When to Request an EPA

You may request a pay assessment when new, substantive information is available that was not considered in the most recent review, such as:

  • A new degree earned after the last assessment.
  • Previously overlooked experience that existed at the time of the last assessment but was unintentionally omitted.
  • Documented errors in the prior assessment.

 
Since policy and collective bargaining agreements (CBA) may impact EPA processes, it's recommended that you review the Pay Practice Policy 20.005.10 or your Collective Bargaining Agreements to determine if there are other EPA processes that apply to you.

Agency HR offices will submit unscheduled Equal Pay adjustment requests using the Smartsheet tool below. Please complete and submit this form with a copy of the Equal Pay tool and the employee's internal request assessment form, and any additional relevant documentation.

CHRO - 2025 Equal Pay Analysis Methodology and Equal Pay Tool​​​

​​If you have experienced one of the situations listed above, you may use the Employee Pay Assessment form​  to request a review. Contact your agency HR office for additional guidance.​

​You can appeal to your agency HR's EPA determination by submitting a request to DAS Chief Human Resources Office (CHRO). EPA appeals must be submitted through the Equal Pay Appeal Portal​​​ within 30 days of the date your agency HR provided you with their determination.

The DAS Equal Pay Appeal procedures have no impact on your right to submit a claim to the Bureau of Labor and Industries (BOLI) or pursuing other legal recourse. See the BOLI Equal Pay Webpage for more information. ​
