About the Home Care Registry and Carina

The OHCC Home Care Registry is an online service that matches people seeking in-home services with qualified homecare workers, personal support workers or personal care attendants. Community members who pay privately for help at home can also use the Registry to find a worker. You can find workers who provide routine, emergency and respite care. 

Go to the Registry

  • Consumer-Employers interested in hiring a homecare worker, personal support​​ wor​ker or personal care attendant
  • Homecare workers, ​personal support workers and personal care attendants approved to work for people who receive Medicaid or Oregon Project Independence services
  • Individuals who pay privately for help at home

Consumer-Employers complete their profile about their service needs, schedule and preferences.

  • Details such as gender preference, smoking, as well as employer conditions, such as owning a pet are just some of the options the Consumer-Employers can select.

​The Registry compares Consumer-Employer's information with information from available homecare and personal support workers and generates a list

  • The Registry is programmed to select a list of qualified workers that are most likely to match to the Consumer-Employers interests. 
  • Consumer-Employers can select courses that they want their worker to have completed and also view which courses the individual worker has taken.
  • The worker's completed OHCC course list will be displayed for the Consumer-Employer to view. This leads to a stronger match.​

Our updated registry is currently available in all counties

Carina is now available in all counties across Oregon. Medicaid and Oregon Project Independence consumers can sign up for Carina to start looking for providers at any time. Carina is an easy-to-use website where people looking for care can quickly and easily match with providers who meet their needs. Carina is an optional tool for all Medicaid and Oregon Project Independence (OPI) consumers. Carina partnered with the following to develop a tool to meet the needs of Medicaid and OPI consumers across Oregon:

  • Oregon Department of Human Services
  • Oregon Health Authority - Health Systems Division
  • Oregon Home Care Commission
  • Carewell SEIU 503
  • SEIU Local 503

​In 2017, the Oregon Home Care Commission (OHCC) submitted our Workforce Development Strategic Plan which recommended technological efficiency and innovation with regards to how in-home consumers and providers could connect with one another for consistent employment and vital service needs being met.

In the 2019 collective bargaining agreement between the OHCC and SEIU Local 503 it was agreed upon to implement an updated consumer and provider registry through partnership with Carewell SEIU 503. This collaborative effort led to Carina.
