Madras Urban Growth Boundary

Introduction

On December 10, 2024, the Madras City Council approved a 198-acre expansion of the city’s UGB, utilizing the “Regional Large Lot Industrial Land” process described in OAR 660-024-0045. On December 30, 2024, the Jefferson County Board of Commissioners also approved the UGB expansion for Madras. The City of Madras notified the department and submitted its decision on the urban growth boundary amendment on January 7, 2025. Pursuant to OAR 660-025-0140, within 21 days of the notice, DLCD received two objections to the UGB expansion decision. The director of DLCD has “not later than 120 days of the date the department received the task submittal from the local government” to make a decision (OAR 660-025-0150(1) and (3)). The director may approve the submittal, remand it, or refer the matter to the Land Conservation and Development Commission, pursuant to OAR 660-025-0140(1). Based on this timeline, the director is expected to issue a decision on or before May 7, 2025.

Director's Decision Approving the Madras UGB Expansion Submission

The Director issued a decision approving Madras’ approval on May 6, 2025. If a party appeals the director’s decision, the Land Conservation and Development Commission will consider the matter at an upcoming meeting.
