Diversity Study & Report
Section 266 of House Bill 5006 (2021), effective August 6, 2021, allocated funds to the Mental Health Regulatory Agency (MHRA) “for a demographic study of licensees and a diversity plan” and required MHRA to submit a written report to a legislative committee(s) by December 31, 2022. The Bill’s Budget Note indicated that MHRA “shall engage a third-party consultant to study the demographics of those individuals licensed by the boards and devise a plan to increase licensee diversity.”

The Board provides an environment for each applicant and employee that is free from sexual harassment, as well as harassment and intimidation on account of an individual’s race, color, religion, gender, sexual orientation, national origin, age, marital status or disability. The Board employment practices are consistent with the State’s Affirmative Action Plan Guidelines and with state and federal laws, which preclude discrimination.
All state agencies are required to report on a set of key performance measures (KPMs) annually that are reviewed and approved as part of Oregon’s budget development process.
