ADA Transition Plan

ODOT's 2023 Transition Plan

A fully inclusive transportation system is critical to fulfilling ODOT's mission. Our plan to make Oregon's transportation system accessible is detailed in our ADA Title II Transition Plan. This plan identifies obstacles that limit access to the transportation system. It also includes information about priorities, planned methods to address barriers, the work schedule, communications, and more.

On July 13, 2023, the Oregon Transportation Commission adopted ODOT's new ADA Title II Transition Plan. This action finalizes the planning process that led to the developed plan document, including formal public comment opportunities. ODOT's ADA staff welcome questions and comments about the transition plan. Please email ODOT_ADA@ODOT.Oregon.Gov or call the Office of Equity and Civil Rights at 855-540-6655.

In 2017, ODOT entered into a settlement agreement with AOCIL. The 2023 Transition Plan includes requirements from this agreement. The settlement agreement guides statewide efforts toward accessible curb ramps, pedestrian signals and other ADA-related processes. Detailed documents, including annual reports, are available on our ODOT AOCIL Settlement Agreement page.

We will work to understand the barrier and seek solutions to improve accessibility.
