ODOT's project initiation phase establishes our baselines.
During the project initiation phase, our project teams establish baseline scope, schedule and budget for their projects. We create and finalize the project charter and change management request zero. Once signed, the project charter does not change.
As a project advances through subsequent phases, we evaluate progress against the work created during this phase.
