Under ORS 810.180, ODOT is allowed to delegate its authority for designated speed limits to some local agencies with jurisdiction over their public roadways. Local agencies with this delegated authority must follow the same administrative rules and complete the same engineering investigation as ODOT; however, a designated registered professional engineer approves the investigation.
Requests to change a speed limit on a roadway in a city or county with delegated authority must be made to that road authority.
Local Agency Requests
Local agencies have a total of seven (7) options when considering changing or establishing a speed limit. These options are detailed in our Local Agency Options document. Cities and counties may submit requests to ODOT via our online request form. Once received, we initiate an investigation to determine if the speed limit should change.
See the form instructions sheet for guidance. Please direct additional questions to ODOTSpeedZoning@odot.oregon.gov.
Local agencies may submit additional documents by replying to the automated acknowledgement email received after submittal.
Requests from the Public
If you know the jurisdiction of the road:
- For city streets or county roads, please contact your local jurisdiction.
- For state highways outside city limits, please email us at ODOTSpeedZoning@odot.oregon.gov requesting a review.
