Finance and Budget Division

​What We Do

We definitely stay busy! Our group puts together a legislative budget request for the entire agency, which is currently at $4.5 billion for the two-year biennium. We work with all eight divisions to determine how much money it will take to keep ODOT moving forward based on current law, and find out what additional projects/programs they would like to receive new funding for. Once the budget has been set, we monitor it to make sure funds are being used appropriately. As you can imagine, we get a lot of questions about the budget – from legislators, the governor, the public and others – and it is our job to answer them.

In addition, we manage the Highway Budget Office, which has a budget of $2.6 billion per biennium. This budget covers construction projects, road maintenance, fleet, facilities and other items. Again, it is our job to make sure that we know how much things will cost in advance, and that funds are being spent appropriately. We are experts at compiling this information into reports that help decision makers make more informed decisions. We also do many other things like train new managers about financial issues and deal with insurance companies to seek payment when ODOT property is damaged.

Degrees or Experience We Look For

We look for team players who are analytical and think critically. Many of our employees have financial backgrounds, which sometimes includes accounting work. We are always on the lookout for strong writers who can communicate financial information in both graphic and narrative form. We hire people with degrees in business management, finance, accounting, economics, public policy, political or social science and public administration.

​What We Do

Financial Services provides financial and accounting services for the agency. We are responsible for accounts payable, accounts receivable, asset accounting, payroll, cash forecasting and management, financial analysis, cost allocation and collections. Our section helps employees with travel expenses and benefits. We collect fuels taxes and manage funds collected through DMV and Motor Carrier fees. We also manage funds raised through selling bonds — this is one way we help finance large transportation projects and programs. Financial Services employees manage our debt to make sure we are paying the lowest possible interest rates.

Support Services Division

​What We Do

We inspect, maintain and build ODOT facilities – which number in the thousands! These range from office buildings to rest areas, sheds, employee housing, maintenance yards and more. We consider things like safety, heavy equipment usage and maneuvering, environmental impact, structural conditions, security and how to conserve energy.

Degrees or Experience We Look For

Our group is made up of self-starters and people with strong work ethics and good attitudes. Many of us have past experience working in the building trades, or in architecture, engineering or construction planning. Many of our positions do not require a college degree, but some may require degrees in construction management, architecture, engineering, business, public administration, social science or finance.

What We Do

​At ODOT, our employees are our most valuable resource, and it is our job to support them however we can. Our recruitment consultants help people post and apply for the nearly 5,000 jobs within the agency. Our business partners help managers and employees communicate effectively and resolve issues. Compensation specialists make sure that people are paid correctly for the work they do. We work hard to reach common ground with the unions that represent our employees.

In addition, we make sure people get paid when they can’t work due to illness or when their family members are sick. When people are injured on the job, we make certain that they get good medical care.

Others within our group handle internships and outreach to elementary, middle, high school and college students. Our learning and development team teaches classes that build job skills and help develop leadership.

​What We Do

We manage the technology that helps our employees do their jobs efficiently and effectively. The systems we manage help keep accurate records, make sure employees and contractors are paid correctly and on time, help track crash and safety data — and much more.

We design, build and maintain information systems that meet the needs of traveling Oregonians. For example, we manage the DMV systems that help people renew their licenses and register their vehicles, help trucking companies pay taxes and get permits, and provide traffic alerts to the public.

Information Systems Branch usually has over 40 information technology projects going at any time. We have offices in several divisions — DMV, Motor Carrier, Highway and Central Services.

The software languages we use are Cold Fusion, C#, Visual Basic .NET, ASP.NET and Javascript. Some of the developmental platforms we use are Microsoft Azure and Microsoft O365/SharePoint.

​What We Do

We acquire all of the goods, services and outsourced work that our agency needs. Our office carefully writes solicitations and contracts for goods, services, public improvements and personal services. For example, we may enter into contracts with those who design or build roads, highways and bridges. We also enter contracts with programmers and system analysts, trainers, electricians, plumbers and consultants that help us improve our business practices. Some of the goods we acquire are hardware and software. We are experts at negotiating, selecting quality products and services, and finding ways to save costs.

Degrees or Experience We Look For

Before joining our team, many of our employees worked as business or project managers, lawyers, sales representatives, supply chain managers and construction schedulers. Many have degrees in business or public administration, accounting, finance, economics, marketing, law and political science.
