The Community Pharmacy Partner’s workgroup is a forum for the Oregon Health Authority to work with community pharmacies throughout the state to share information related to pharmacies, discuss experiences and share best practices. The workgroup is also a forum for community pharmacies and OHA to work together to address systemic issues that arise.

Standardized Exception & Review Process for CAP Designation
Critical Access Pharmacies (CAPs) in Oregon ensure residents have access to essential pharmacy services. Historically, these pharmacies were located more than ten miles from any other pharmacy to address healthcare access gaps. In 2024, the Oregon Prescription Drug Program (OPDP) amended Oregon Administrative Rule 431-121-2000 to expand the CAP definition. The OPDP now focuses on areas with high poverty rates, along with geography, to improve reimbursement and support for these vital services. As of July, 2025 there are 83 CAPs across the state, providing crucial medication and healthcare services. The OPDP Director handles CAP exception requests from pharmacy partners. The CAP designation applies to all OPDP participating entities served by ArrayRx. The Medicaid FFS program has adopted the ArrayRx list of CAP-designated pharmacies and has its own payment methodology outlined in OAR 410-121-0150 and 410-121-0160.
