It’s unclear right now. We’ve heard it’s possible, but a lot of dollars in the short session will be held for priorities not funded by the federal government.

Affordable Rental Housing

HB 2087 expands the purposes of the Oregon Affordable Housing Tax Credit (OAHTC), allowing a tax credit for contributions to a qualified mortgage loan fund to assist certain homebuyers. It also allows a credit for loans for preservation or rehabilitation of distressed properties without requiring typical rent reductions. It did not change the current cap of $35 million.

Homeownership

OHCS did not receive funding for Culturally Responsive and Rural Down Payment Assistance (CRRO-DPA) in the 2025 session.

Housing Stabilization

OHCS is actively working on answers to these HB 3644 questions, and we are planning additional engagement opportunities specific to shelter and shelter funding. We will post more implementation information on OHCS’ Government Relations webpage when it’s available

OHCS is actively working on answers to these questions. We will also post more implementation information on OHCS’ Government Relations webpage as soon as possible.
