The Section 811 PRA Program expands access to affordable, supportive housing for individuals with disabilities across Oregon. Funded by the U.S. Department of Housing and Urban Development (HUD), it offers project-based rental
assistance to extremely low-income households that include a person with a disability.
This program is a collaboration between:

Oregon Department of Human Services – Office of Developmental Disabilities Services (ODDS)

Oregon Health Authority – Addictions and Mental Health Division (OHA/AMH)
There are currently 71 Section 811 PRA subsidized units into properties located throughout Oregon funded with federal, state, and/or local programs.
Who is eligible?
To qualify, individuals must:
- Be between 18 and 61 years old
- Have a household income at or below 30% of Area Median Income (AMI)
- Be Medicaid eligible or quality for community-based, long-term services
- Have a severe and persistent mental illness, intellectual disability, or developmental disability
How it works
For property owners, referral agents, and housing providers
- OHCS partners with owners who set aside units for HUD Section 811 PRA
- Owners notify OHCS of vacancies
- OHCS maintains a waitlist and sends eligible tenant applications to fill units
- No more than 25% of units in a property may be designated for PRA
For residents
- Applicants are referred by:
- ODDS for intellectual/development disabilities
- OHA/AMH for mental health conditions

HUD Section 811 for developers
HUD 811 PRA funds are currently not available for construction or rehabilitation.
We will announce when additional funds become available. Currently, OHCS is actively applying for more funds to expand our program.
