How to apply

Español

HARP is closed to new applications.

The HARP Eligibility Questionnaire and application is now closed.

If you have any questions, email reoregon@hcs.oregon.gov or contact our Call Center at 877-510-6800 or 541-250-0938 for assistance.

Have you submitted a HARP application? Stop work on your property.

When you apply to HARP, you must immediately stop all in-progress construction and repairs. Continuing work may make you ineligible for funding.

Safety issues and emergency repairs

Before you apply, you will sign a Stop Work Order in Neighborly. This means all construction on your home must pause. During the stop work period, if your home has a safety issue and requires an emergency repair, you can complete the repair with the approval of the program.

Before starting any emergency repair, you must contact your case lead.

Examples of emergency repairs include fixing a leaking roof, repairing or replacing heating and cooling systems, replacing floors that are caving in, or repairing broken windows.

To request approval, work with your case lead to complete and submit the Emergency Repair Request form through Neighborly. Be sure to include photos, receipts, contractor statements, insurance documents, and permits, if applicable.

See the Stop Work Orders webpage for a list of approved repair and maintenance activities.
