HUD Section 811 PRA for Property Owners and Developers

HUD Section 811 Project Rental Assistance (PRA) provides long-term, project-based rental assistance for eligible units at qualifying multifamily properties. It does not provide funding for construction or rehabilitation.


Eligible Properties

A property may be eligible for HUD Section 811 PRA program if it:

  • Has an active Oregon Housing and Community Services (OHCS) funding agreement, including but not limited to:
    • Low-Income Housing Tax Credit (LIHTC),
    • HOME Investment Partnerships Program (HOME),
    • Housing Trust Fund (HTF),and/or
  • Is an OHCS administered project-based Section 8 contract that is not 100% subsidized. This is considered an existing property when asking for 811 PRA units.
  • Has at least five residential units.
  • Is not designated exclusively for elderly households or people with disabilities.
  • Have the capacity to submit required tenant and rent assistance information through HUD’s Tenant Rental Assistance Certification System (TRACS).

New construction or rehabilitation projects awarded OHCS funding may receive conditional HUD Section 811 PRA approval while construction is underway. Final approval is subject to meeting all applicable program requirements.

Additional Requirements

Properties and projects may also be subject to the following requirements:

  • Environmental review. Properties may be required to complete the HUD 811 PRA environmental review. Review the environmental review information to determine whether the property qualifies for an exception or which requirements apply to existing housing, new construction, or rehabilitation.
  • Davis-Bacon Labor Standards. Davis-Bacon requirements may apply to projects requesting 12 or more HUD Section 811 PRA-assisted units.
  • Integrated housing. No more than 25% of the property’s total units may be designated for individuals with disabilities, including units supported by HUD Section 811 PRA or other disability-related programs or set-asides. HUD Section 811 PRA units must also be dispersed throughout the property and may not be concentrated in one section or area.

Initial Rent Setting

Initial HUD Section 811 PRA contract rents are set at 50% of the applicable LIHTC rent limit. Utility allowances are applied when required and reduce the contract rent paid to the owner. Contract rents may not exceed applicable fair market Rent.

OHCS will review rent settings annually during the five-year award period to align with the 811 PRA budget. Rent-setting amounts may change from year to year based on available funding and applicable rent limits.

Apply for HUD Section 811 PRA

The application process depends on the property’s development stage:

Submitting an Intake Application or Interest Form does not guarantee approval or the assignment of HUD Section 811 PRA units. OHCS must review the property, available funding, appliable program requirements, and the availability of appropriate services in the area as determined by Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS) Office of Developmental Disabilities (ODDS) and Aging and People with Disabilities (APD) programs.

Awards and Unit Availability

The Fiscal Year 2013 award supports 71 units and has no remaining units available to allocate.

OHCS received its Fiscal Year 2023 award funding in 2026 to support 154 additional units over five years. Unit availability opened in July 2026 and is currently open.
