Marijuana Product Transfers

20 Pound Transfer to Recreational Marijuana Licensees

Medical marijuana grow sites subject to tracking in CTS may register to transfer up to 20 pounds of usable marijuana annually to recreational marijuana Processors and Wholesalers. This registration is through OLCC and requires that the grow site administrator (GSA) for the grow site submit a registration form and acknowledgements as well as proof of legal access to water for commercial purposes at the grow site.
In order to qualify for this registration, the grow site must:
  • Have been continually registered as a medical marijuana grow site since August 2, 2017;
  • Be registered to produce marijuana for three or more patients (regardless of the number of growers)
  • Complete a registration form

Grow Sites Approved for Transfer

The following list of medical marijuana grow sites have registered with the OLCC to transfer usable marijuana to recreational marijuana Processors and Wholesalers. This list only shows the license number for the facility as it appears in CTS and is provided for Processor and Wholesaler licensees to verify whether an incoming transfer is from an approved source. This list is updated as new grow sites are approved. For more information, see the compliance bulletin CE2018-08.

Patient Transfers

A registered Oregon Medical Marijuana Program (OMMP) facility that is allowed under the rules of the Oregon Health Authority to receive marijuana from a medical marijuana patient or from a registered OMMP facility that is not subject to tracking in CTS (i.e. a grow site with fewer than three patients) must track the receipt of marijuana items from those sources by recording and completing an “incoming external transfer manifest." To find information on allowable transfer types, visit the Oregon Health Authority's Oregon Medical Marijuana Program homepage.
For transfers of marijuana items to patients other than from a registered OMMP dispensary location, a facility subject to tracking in CTS must record those transfers via an “outgoing external transfer manifest."
For transfers of marijuana items to patients at a registered OMMP dispensary location, the dispensary must record a “patient sale" of the medical marijuana item(s).

Inventory Transfer Requests

An “inventory transfer request” (ITR) refers to the transfer of medical marijuana inventory as part of a recreational marijuana application. When an ITR is approved, as part of the new recreational marijuana license application, a registered OMMP grow site or dispensary may transfer the associated marijuana inventory into the inventory of the new recreational marijuana license.
Registered OMMP processing sites that applied with the Oregon Health Authority to register as a processing site prior to December 31, 2016 may also request an ITR approval as part of a recreational marijuana Processor application.
If your facility is not currently seeking a recreational marijuana license, you cannot apply for an ITR. Applying for an ITR as part of a recreational marijuana license application is optional, but all medical marijuana inventory at the facility must be returned to patients or destroyed prior to the issuance of the recreational marijuana license if those items are not part of an approved ITR.
