The Oregon Medical Board's Acupuncture Advisory Committee reviewed a request to include point injection therapy within the acupuncture scope of practice, along with any additional qualifications or requirements an acupuncturist would need to provide it. The Committee asked a workgroup to evaluate the request and recommend whether point injection therapy belongs within the acupuncture scope of practice, and, if applicable, to draft rule language for consideration.

Workgroup CompositionThe Workgroup will include persons with subject matter expertise and individuals who will likely be affected by the proposed rules. OMB staff will ensure the Workgroup includes a diversity of experiences and perspectives and will provide administrative support. The Workgroup may consist of:
- 1-2 members of the OMB's Acupuncture Advisory Committee
- 1 representative of the Oregon Association of Acupuncturists
- 2-3 practicing acupuncturists
- 1 acupuncture educator
- 1 consumer member who is not an acupuncturist
The Workgroup is advisory, and consensus is not necessary; the OMB retains final decision-making authority.
Workgroup MeetingsMeeting will be held virtually from Noon – 2 pm on:
- October 15, 2026
- November 5, 2026
Workgroup meetings are public meetings. OMB staff will assist with meeting facilitation. All attendees who are not members of the Workgroup will be muted during the meeting, except during the designated public comment period. If the OMB issues a notice of proposed rulemaking to the Secretary of State, there will be additional opportunities for public comment as part of the formal rulemaking process.

OMB staff will follow up by October 5 with workgroup member selections and post information for the first meeting.
Tentative Timeline:
- September 24 at 5 pm – Deadline to submit Workgroup interest email
- October 15, 2026, 12-2 pm – Workgroup meets
- November 5, 2026, 12-2 pm – Workgroup meets
- December 4, 2026, 12 pm – Acupuncture Advisory Committee reviews the Workgroup's recommendations and may make recommendations to the Oregon Medical Board or seek additional review and information
- January 7, 2027 – Oregon Medical Board reviews all recommendations, if applicable
- After January meeting – OMB may file notice of proposed rules; formal public comment period opens, if applicable
- February 2027 – Public comment period ends at 5 pm, if applicable
- June 9, 2027 – Review by the Acupuncture Advisory Committee, if applicable
- July 1, 2027 – Review by the Oregon Medical Board, if applicable
