HB 2143 creates a new regulated profession, under the jurisdiction of the Oregon Medical Board, allowing non-acupuncturists the ability to administer five-needle protocol (5NP). 5NP is a protocol that addresses behavioral health issues including substance use disorder, mental health conditions, or trauma by placing thin needles in 5 points on the ear.
The bill creates a regulatory structure designed to inform and protect the public through an OMB registration process to ensure the individual obtains the appropriate education and training and passes a background check. The OMB will set 5NP sanitation and best practice standards by rule. Additionally, the OMB will accept, review, and investigate complaints related to 5NP treatments and impose discipline as needed. This bill becomes effective March 1, 2026.

- July 10, 2025: Oregon Medical Board will review and adopt an implementation plan. The plan will be posted on this webpage.
