Division 512 (Harney) Rulemaking
On September 12, the Water Resources Commission received a rulemaking petition for OAR 690-512. Under the state's Administrative Procedure Act, ORS 183.390 and Uniform Rule 137-001-0070, the Water Resources Commission has 90 days to either initiate rulemaking consistent with petition language, or to deny the petition. The Department will accept public comments on the rulemaking petition
Currently, the Water Resources Department is drafting final rules for consideration by the Commission in December 2025 that are material to the rulemaking petition that was received. The petition and current rulemaking will both come before the Commission on December 11.
Integrated Water Resources Strategy
A final draft of the 2025 Integrated Water Resources Strategy (IWRS) was adopted by the Water Resources Commission at their September 2025 meeting.

Well Abandonment, Repair, and Replacement Fund (WARRF)
The Water Resources Department’s Well Abandonment, Repair, and Replacement Fund provides financial assistance to help Oregonians repair or replace and abandon a household well that is dry or that was damaged or destroyed by wildfire and no longer supplies enough water to sustain the household. This financial assistance is available to qualifying low- to moderate-income households or members of a federally recognized tribe in Oregon. To learn more about this program,
