PUC's Role

The Oregon Public Utility Commission (PUC) regulates investor-owned electric and natural gas utilities providing service to Oregon residents to ensure they offer safe and reliable energy at reasonable rates.
 
The PUC regulates the following electric and natural gas utilities:


The PUC does not regulate cooperatives, utility districts, or municipality-owned utilities, except in matters relating to the safety of their operation and facilities. Learn more about utility safety

The PUC reviews utility filings and designs programs to:

  • Ensure safety, reliability, and quality of essential utility services
  • Scrutinize utility costs, risks, and performance to  ensure just and reasonable rates for customers
  • Manage customer and community choices to ensure value for everyone
  • Anticipate, inform, and integrate policy, industry, market, and technology changes as the utility sector evolves
