
Youth Development Oregon is updating its Strategic Plan. This plan will guide our priorities 2025 through 2028. The plan is being developed by Youth Development Oregon (Youth Development Council members and Youth Development Division staff) along with input from stakeholders. A planning workgroup began development of this draft in 2024, and work continues, with adoption is anticipated for June 2025. The adopted plan will be a living document the intention of periodic updates, so the plan may evolve with input from youth, community, and partners in order to meet the dynamic needs and goals of young people.

The new YDO Strategic Plan is organzied into 3 Imperatives, or overarching priorities, one or more of which connect to every strategy and action in the plan. These Imperatives are the highest organizing principle of the plan and broadly describe a way that the constituent strategies and projects will make positive change for youth and families.
1. Prevention & Intervention: Stop problems such as youth disconnection, community violence, and delinquency from occurring or worsening by addressing root causes and focusing upstream.
2. Connection & Change: Increase positive connections and opportunities for youth, families and communities.
3. Equity & Transparency: Push our work and youth serving systems to be more equitable, just, and responsive.
