Authorizing Statutes & Rules

Regulations governing cosmetology (barbering, esthetics, hair design and nail technology) in Oregon are contained in Oregon Revised Statutes (ORS) 690.005-690.235 and 690.992 and Oregon Administrative Rules (OAR) Chapter 817, Divisions 005-120.
 
Oregon Health Licensing Agency (OHLA) statutes and rules governing administrative, procedural, licensing and regulatory compliance requirements for all OHLA-regulated professions are found in ORS 676.605-676.625 and 676.992 and OAR 331, Divisions 001-030.
 

Proposed Administrative Rules - Public Comment Period Extended
The Oregon Healht Licensing Agency (Agency) and the Board of Cosmetology  (Board) is currently in the the administrative rulemaking process.  Public comment has been extended until May 15, 2012, at 5 pm to allow stakeholders time to comment on the proposed administrative rules.  All public comment will be considered by the Agency and the Board prior to the administrative rules becoming effective.

Temporary Administrative Rules
The Oregon Health Licensing Agency (Agency) filed temporary administrative rules with the Secretary of State Office on March 1, 2012, to become effective on March 12, 2012, to align the Agency and the Board of Cosmetology (Board) with correct statutory authority related to assessing civil penalties and aligning rules with American with Disabilities Act protocols related to communicable disease status for certificate holder. 
 
Temporary administrative rules will expire on September 1, 2012.
