ELECTROLOGISTS
If your license expires in 2008 and your current continuing education (CE) reporting period ends in 2009, you will have a one-year extended reporting period to 2010. Upon renewal of your two-year license in 2010, you will attest to completing 27.5 CE hours (20 hours for the original CE reporting period ending in 2009 and 7.5 hours for 2010).
 
If your license expires in 2009 and your current CE reporting period ends in 2010, you will have a one-year extended reporting period to 2011.  Upon renewal of your two-year license in 2011, you will attest to completing 27.5 CE hours (20 hours for the original CE reporting period ending in 2010 and 7.5 hours for 2011).
 
If your CE reporting period does not need adjustments you will complete your current reporting period and attest to 20 hours.  Their next reporting cycle will be two years and 15 hours.
 
The extension is designed to align the CE reporting period with the new two-year licensing period effective October 1, 2008, for all OHLA-regulated professions.

PERMANENT COLOR TECHNICIANS, TATTOO ARTISTS
If your license expires in 2008 and your current continuing education (CE) reporting period ends in 2009, you will have a one-year extended reporting period to 2010. If your license expires in 2009 and your current CE reporting period ends in 2010, you will have a one-year extended reporting period to 2011.  Upon renewal of your two-year license in 2011, you will attest to completing 20 CE hours (15 hours for the original CE reporting period ending in 2010 and 5 hours for 2011).
 
If your CE reporting period does not need adjustments you will complete your current reporting period and attest to 15 hours.  Their next reporting cycle will be two years and 10 hours.

Electrology
Two Years, 15 Hours
Electrologists must complete 15 clock hours of continuing education every two years.  Satisfactory continuing education courses shall fit into the courses of study outlined in Oregon Administrative Rule (OAR) 331-515-0010. Below are examples of acceptable subject matter:
  • Laws and rules
  • Bacteriology
  • Infection control and sterilization:
  • Anatomy and physiology
  • Endocrinology
  • Structure, dynamics and diseases of skin and hair
  • Circulatory and nervous system:
  • Electricity
  • Electrolysis (galvanic)
  • Thermolysis
  • Combinations of electrolysis and thermolysis (blend)
  • Draping and positioning
  • Professional ethics and business practices
Self-study, participation, or attendance not covered above may comprise up to eight hours of the total requirement. Self-study may include continuing education obtained by means of the following:
(A) Correspondence courses
 
(B) Review of publications, textbooks, printed material, or audio cassette(s)
 
(C) Viewing of films, videos, or slides
Attendance at meetings of the Advisory Council for Electrologists and Permanent Color Technicians and Tattoo Artists may be credited for a maximum of three hours per meeting, totaling no more than six hours per three year period.
 
Continuing education requirements apply whether the applicant renewing a license is living or working within Oregon or outside of the state, so long as Oregon licensure is maintained. Hours of continuing education, in excess of the requirement for renewal every three years, will not be carried forward.
 
Continuing education is required for renewal, every three years, even if the license has been inactive or suspended during that period. Licensees failing to obtain 20 clock hours of continuing education every three years must reapply and qualify according to the requirements of OAR 331-515-0030 and successfully pass a written and practical examination.
 
Licensees must attest, or declare, they have met continuing education requirements upon license renewal and are subject to periodic audits as specified in OAR 331-530-0020 .  Records of attendance must be maintained by licensees for two years following the three-year continuing education cycle and renewal of the electrologist license.

Permanent Color, Tattoo Arts
Two Years, 10 Hours
To maintain licensure, all permanent color technicians and tattoo artists must complete 10 clock hours, either as one unit or combination of units, not less than one hour each, every two years.
 
Satisfactory continuing education courses shall fit into the approved course of study outlined in OAR 331-555-0010.  Below are acceptable subject areas related to permanent color and tattoo:
  • Needles and needle bars
  • Tattoo machines and equivalent equipment
  • Equipment/Supplies
  • Safety, Infection Control and Sterilization
  • Basic color theory and pigments
  • Design, art and placement
  • Skin
  • Client services
  • Business operations, including exposure control plan and federal regulations
  • Oregon Laws and Rules
 
Self-study, participation, or attendance not covered above may comprise up to six hours of the total requirement; or
 
Attendance at meetings of the Advisory Council for Electrologists, Permanent Color Technicians and Tattoo Artists for a maximum of three hours per meeting, totaling no more than six hours per two-year period.
 
Continuing education is required for renewal, every two years, even if the license has been inactive or suspended during that period.  Licensees failing to obtain 10 clock hours of continuing education every two years must reapply and qualify according to the requirements of OAR 331-555-0040 and successfully pass a written examination.
 
Licensees must attest, or declare, they have met continuing education requirements upon license renewal and are subject to periodic audits as specified in OAR 331-570-0020.  Records of attendance must be maintained for two years following the three-year continuing education cycle and renewal of the permanent coloring and tattooing license.

Providers & Pathways
Continuing education includes attendance or participation at an instructional program presented, recognized, or under the auspices of any approved permanently organized institution or professional organization or association.
  • Attendance at lectures, post-secondary school or postgraduate courses, scientific sessions at conventions, courses offered by an approved association or licensed/accredited school, classes or courses offered through an institution such as the American Red Cross, hospitals, health care clinics, correspondence courses or internet courses.

  • Continuing education relating to subject matter listed above may be also be obtained through research or teaching (provided that no more than half the required hours be in teaching).


Get Your Course Approved
To obtain pre-approval of continuing education courses or programs please submit the following information and documentation:

  • Name of sponsoring institution/association or organization

  • Title of presentation and description of content

  • Name of instructor or presenter

  • Date of attendance and duration in hours (various dates and locations allowed)

  • Course agenda
After continuing education offerings have been reviewed and approved, OHLA sends an approval letter that indicates the number of continuing education hours approved.  The course is then posted to the OHLA Web site as a resource for licensees.

After programs have been reviewed and approved, OHLA sends an approval letter which includes the official transcript for verification of student completion of the curriculum and an authorized representative form.
 
The authorized representative form must be returned and include a list of representatives who are authorized couriers / signers of official transcripts.

Self-Attestation, Audits
Documentation of a certificate of completion of attendance at a program or course provided by the sponsor must include:

  • Name of sponsoring institution/association or organization
  • Title of presentation and description of content
  • Name of instructor or presenter
  • Date of attendance and duration in hours
  • Course agenda
  • Official transcript, diploma, certificate, statement or affidavit from the sponsor, attesting to attendance
Documentation verifying completion of all required continuing education shall be accumulated and held by the electrologist, permanent color technician or tattoo artist for two-years following any reporting period, or until notification of audit is received. Continuing education documentation must be available and provided to the agency upon request.

If documentation of continuing education is invalid or incomplete, the licensee must correct the deficiency within 30 calendar days from the date of notice. Failure to correct the deficiency within the prescribed time shall constitute grounds for disciplinary action.
 
Misrepresentation of continuing education, or failing to meet continuing education requirements or documentation may result in disciplinary action, which may include but is not limited to assessment of a civil penalty and suspension or revocation of the license.

Additional Information
  • Licensees failing to obtain the prescribed number of clock hours and/or complete appropriate continuing education content must reapply and meet requirements listed in OAR 331-410-0065.

  • Hours of continuing education that are obtained in "excess" of the minimum requirements will not be carried forward as credit for the subsequent license renewal reporting cycle.

  • Continuing education is required for renewal even if the denturists license has been inactive, revoked or suspended during that period.

  • Continuing education is required for renewal every two years even if the denturists license has been inactive during that period.
