Criminal Justice Commission Summit 2025
The Oregon Criminal Justice Commission 2025 Summit Conference brought nearly 400 law enforcement, mental health professionals, advocates, and decision makers at the Salem Convention Center on March 6th and 7th. This year's agenda focused on the linkages between crime and criminal justice, mental and behavioral health needs, as well as houselessness and housing insecurity. Presentations and discussions focused on policy areas as well as ways for local jurisdictions to bridge the gaps between them to address local needs. For the return of the Summit—last hosted in 2019—a special focus was given to those with lived experiences, highlighting that those closest to the issues, are also those who are closest to the solutions.

Day one of the conference started with Oregon CJC Executive Director Ken Sanchagrin delivering a message from the governor. Then Dr. Mark Leymon provided an in-depth look at the major developments and challenges in Oregon over the last 10 years, focusing on key issues surrounding public safety, homelessness, substance abuse, and behavioral health.

The first panel featured individuals with lived experiences, and pathways to success from incarceration to reintegration.

The lunchtime panel focused on the complex needs of justice-involved individuals and practical strategies to bridge gaps in available services.
Day 1 | Plenary 2: Breaking Down Silos – Practical Advice
The first day concluded with a panel of experts discussing the various housing models available to individuals with conviction histories. Panelists discussed barriers to accessing housing and tools to mitigating denials.
Day 1 | Plenary 3: Breaking Barriers – Innovative Housing Solutions
Day two of the conference started with a legislative hearing for the Joint Addiction and Community Safety Response Committee. Presenters shared key takeaways of the upcoming behavioral health deflection best practice report, discussed the data collection for deflection programs, and shared about deflection referral pathways and other technical assistance insights. The legislative hearing concluded with a discussion about regional partnerships and deflection participant experiences.

Joint Addiction and Community Safety Response Committee 3/7/25 Agenda and Presentations
The conference concluded with a lunch time presentation from OSAA Executive Director Tim Svenson which detailed his experience with the pilot program from Unite Us. These two organizations have been collaborating for the past year and used this platform to share their experiences with our audience.
