  • The Home Start Lands (HB2316) Rules Advisory Committee (RAC) is currently helping develop proposed rules which will be open for public comment once drafted. Information on the RAC meetings is displayed on the DAS Rulemaking website, where the draft rules will also be posted. The Home Start Lands program allows the department to designate certain state-owned or locally nominated lands as "home start" lands for affordable housing development. The RAC is also reviewing draft changes to the existing rules for the purchase or sale of state real property to implement portions of HB4037.

30-day Notices (Clearinghouse Process)

Additional entities are being made eligible for the Clearinghouse process. After June 5, in addition to previously eligible entities, any person can submit interest in acquiring a parcel through the clearinghouse if they commit to developing housing. The full list of eligible buyers and activities, in order of priority, is:
  1. Other state agencies.
  2. Any lessee of the land.
  3. Indian Tribes (for the development of income restricted housing at or below 120% of Area Median Income (AMI)). 
  4. Political Subdivisions (for 120% AMI housing).
  5. Nonprofit organizations or housing authorities (for 120% AMI housing).
  6. Any person (for 120% AMI housing).
  7. An adjacent property owner.
  8. Political Subivisions (for other uses).
  9. Indian Tribes (for housing).
  10. Political Subdivisions (for housing).
  11. Nonprofit organizations or housing authorities (for housing)
  12. Any person (for housing)

After June 5, if your entity and project are on this list and you are interested in purchasing a state property listed through the clearinghouse, you can submit an email to res.info@das.oregon.gov before the end of the notice period. Your email must state which of the above priority categories you are eligible for. After the notice period ends the agency will engage with eligible buyers in the listed order.
