All applicants are reviewed to ensure that they meet the standards for certification and licensure established by the Policy Committee and the Board. Applicants are reviewed for moral fitness per OAR 259-060-0200(4)(a) through (E) and for mandatory criminal disqualifiers per OAR 259-060-0300. Moral fitness is based on Honesty, Good Character, Fair Treatment of Others, Public Trust and respect for Laws. The Department may also review criminal dispositions which have been dismissed, especially in instances of theft, to determine if the individual meets moral fitness standards. The Background Check Information List Background Check Information List describes disqualifying convictions. If you are unsure if a court disposition is disqualifying, please contact the Program to inquire before submitting an application as application fees are non-refundable.

IMPORTANT INFORMATION - PLEASE NOTE:
Submit a LiveScan printed fingerprint card. LiveScan is an inkless electronic fingerprinting method where fingerprints are scanned and saved as a digital image. When done properly, LiveScan can have a greater success rate than the traditional ink method. However, LiveScan is not available in all areas.
The Department will supply pre-printed FBI fingerprint cards at no charge. Please contact our office to request one.
