Delineation Resources

Environmental consultants play an important role in the State’s work to protect Oregon’s wetlands and waters, working with applicants to delineate the boundaries of protected resources, submitting reports to DSL, and helping guide applicants through the removal-fill permitting process.

Conducting Wetland or Water Delineations

Oregon’s Administrative Rules (OAR 141-085 and 141-090) require consultants meet certain standards when submitting delineation reports to the state. The delineations should identify all wetlands and waters on the parcel. They also need to be conducted in accordance with the 1987 U.S. Army Corps of Engineers Wetlands Delineation Manual, including its regional supplements for the arid west or western mountains and valleys, and any supporting technical or guidance documents issued by the U.S. Army Corps of Engineers or the Department. Delineation reports may be submitted the following ways:

Reports under 35 MB can be emailed to wetland.delineation@dsl.oregon.gov.
Reports 35 MB or larger can be uploaded to DSL’s file intake system. After uploading, please notify DSL by email at wetland.delineation@dsl.oregon.gov.
An unbound copy of the report and a signed cover form can be mailed to Oregon Department of State Lands, 775 Summer Street NE, Suite 100, Salem, OR 97301-1279.
