On July 25, 2019, the Land Conservation and Development Commission directed the Department of Land Conservation and Development to initiate rulemaking. This rulemaking would allow local decision makers in Morrow and Umatilla Counties to designate a corridor as the preferred location for new electrical transmission lines. This project will carry out a recommendation made by the Governor's Advisory Committee on Energy and Agriculture, which met in 2015-16 to discuss balancing new transmission development with greater assurances to protect lands used for irrigated agriculture. The rulemaking is expected to be completed in January of 2020.
