March 2026 Funding Update
To address ODOT's funding gap for the 2025-2027 budget cycle, the Oregon Legislature redirected state funding from several ODOT programs and projects. This includes an $8 million redirection from the Community Charging Rebates program. This is a one-time budget solution to prevent 470 layoffs and deep service reductions that would have impacted safety for all travelers in Oregon.
This redirection will not affect funding for reserved and distributed project rebates, including projects in the “Round 4" funding opportunity that closed Jan. 20, 2026. We expect to launch the next funding opportunity in Fall 2026, using about $5 million from a federal grant we received in 2024. Those federal grant funds are not affected by the funding redistribution. This also does not affect ODOT's ongoing work to implement the National Electric Vehicle Infrastructure program.
January 2026
Round 4 of ODOT’s Community Charging Rebates program opened on November 6th, 2025 with $3 million in federal funding available for rebates to eligible parties for procurement and installation of Level 2 EV chargers in multi-family housing, workplaces, and public venues.
Due to high demand, Round 4 will close at 5:00 pm on Tuesday, January 20, 2026. ODOT anticipates that all available federal funding for Round 4 of this program will be reserved by that time. ODOT will continue to accept applications for rebates through close of business (5:00 pm) on Tuesday, January 20, 2026, and will reserve as many projects as funding allows, in this round. ODOT plans to release another round of the federally-funded Community Charging Rebates program later this year
November 2025
In
late
2024, Oregon’s Department of Environmental Quality secured
$197 million in federal funding through a nationwide competitive grant for its
Climate Equity and Resilience Through Action (CERTA) program.
The Oregon Department of Transportation (ODOT) will
administer
$10 million of CERTA funds
through the Community Charging Rebates (CCR) program, which supports the installation of
Level 2
chargers
in
priority communities by providing rebates to eligible public and private entities. The CCR program has previously been funded
using state funds.
Future
rounds of the program will be a combination of state and federal funds.

The Community Charging Rebates
Program provides funding
assistance for
Level 2
EV charging station projects in Oregon.
It has several benefits:
Targets gaps in

charging infrastructure in Oregon’s communities
The program funds EV charging
station
projects in multi-family housing, public parking
areas, and workplaces.
Rebates cover most project costs
$8,000 per Level 2 charging port
or up to
80% of eligible
project
costs, whichever is lower.
Multiple funding opportunities
The program launched in
2023 and
we’ve had three funding opportunities since then.
The next
opportunity is planned for
Nov. 6, 2025 – March 31, 2026.
Prioritizing rural and
predominantly
low income communities
Most of
the
program’s
funding (70%)
is
reserved for
priority
communities.
We’ve also partnered with a local nonprofit to ensure program outreach and
assistance reaches all people in Oregon.
Flexibility for program applicants
During
an
open funding opportunity, the program
distributes funding on a first-come, first-serve basis. Applicants may apply for a rebate before
or
after their project is complete,
as long as they meet all eligibility requirements.
Eligible applicants include businesses, nonprofits, public entities, Tribes, EV service providers, and owners of multifamily home complexes.
