In late 2024, Oregon’s Department of Environmental Quality secured $197 million in federal funding through a nationwide competitive grant for its Climate Equity and Resilience Through Action (CERTA) program.
The Oregon Department of Transportation (ODOT) will administer $10 million of CERTA funds through the Community Charging Rebates (CCR) program, which supports the installation of Level 2 chargers in priority communities by providing rebates to eligible public and private entities. The CCR program has previously been funded using state funds. Future rounds of the program will be a combination of state and federal funds.
Round 4 of the CCR program launched on November 6th, 2025.

Program Overview
The Community Charging Rebates Program provides funding assistance for Level 2 EV charging station projects in Oregon. It has several benefits:
Targets gaps in EV charging infrastructure in Oregon’s communities
The program funds EV charging station projects in multi-family housing, public parking areas, and workplaces.
Rebates cover most project costs
$8,000 per Level 2 charging port or up to 80% of eligible project costs, whichever is lower.
Multiple funding opportunities
The program launched in 2023 and we’ve had three funding opportunities since then. The next opportunity is planned for Nov. 6, 2025 – March 31, 2026.
Prioritizing rural and predominantly low income communities Most of the program’s funding (70%) is reserved for priority communities. We’ve also partnered with a local nonprofit to ensure program outreach and assistance reaches all people in Oregon.
Flexibility for program applicants
During an open funding opportunity, the program distributes funding on a first-come, first-serve basis. Applicants may apply for a rebate before or after their project is complete, as long as they meet all eligibility requirements.
Eligible applicants include businesses, nonprofits, public entities, Tribes, EV service providers, and owners of multifamily home complexes.
