About 9-1-1

The State 9-1-1 Program administers the legislative mandate for a statewide 9-1-1 emergency communications system. The emergency communications system provides uniform, prompt and efficient access to public and private safety services for the citizens of, and visitors to, the State of Oregon.

9-1-1 Legislative Information

The State 9-1-1 Program was established by the 1981 Oregon Legislature in the Oregon Revised Statute (ORS) 403. ORS 403 are the codified laws governing the 9-1-1 Program.This page also includes any pending 9-1-1 legislation or current activities.

The State 9-1-1 Program lists documentation related to specific program areas and presentations for key initiatives for the 9-1-1 Community.

Program Policies and Forms

The State 9-1-1 Program collaborates with industry partners, other state agencies, and local jurisdictions to research, develop and present a variety of documents outlining and defining the State 9-1-1 Program and its contributions to the 9-1-1 emergency communications system in Oregon. These documents include planning and coordination information and resources, standards and policies.

Emergency Communications Tax

The Emergency Communications Tax, commonly known as the 9-1-1 tax, is $1.25 per phone line or per device capable of reaching 9-1-1. This tax is applied to landlines, postpaid wireless and Voice over Internet Protocol (VOIP). For prepaid wireless, the $1.25 tax is applied to each retail transaction for prepaid purchases. The tax is collected each month from the Oregon customers of the companies that provide the phone service, or is collected by retailers from their customers.

Committees and Working Groups

The role of State 9-1-1 Advisory Committees and working groups are to provide direct input from the 9-1-1 Community to the State 9-1-1 Program. The goal is a collaborative effort to ensure meeting the requirements outlined in ORS 403.
