ICT Branch Program

Formerly known as the Oregon COMU Program, the Oregon Information and Communications Technology (ICT) Branch Program was created in 2021 by the SIEC to provide a path to certification and credentialing for Oregon’s ICT personnel at the state and local level.

The Oregon ICT Branch Program is administered by the Statewide Interoperability Program in partnership with Oregon’s ICT Community and the SIEC. The Oregon ICT Program is based on the principals of the National Qualification System and utilizes NQS courses, position task books, and processes where applicable. In addition to the all-hazards positions, Oregon also certifies and credentials members of Telecommunicator Emergency Response Teams (TERT) under the ICT Branch Program in partnership with the Oregon Joint Chapter of the Association of Public Safety Communications Officials (APCO) and National Emergency Number Association (NENA).

The objectives of the Oregon ICT Branch Program are as follows:


  • Establish minimum training and qualification standards for ICT Branch personnel working as part of the ICT Branch or as a single resource assignment consistent with federal guidelines and/or the National Qualification System as appropriate.
  • Guide the development of knowledge, skills, and abilities necessary to obtain recognition of qualifications within the state of Oregon through the certification and credentialing process.
  • Define criteria to obtain and maintain both certification, and credentialed status for position-specific roles within the ICT Branch.
  • Retain the foundation of the performance-based qualification system established and implemented through the NQS developed by FEMA and expand the performance-based evaluation process to include Oregon specific qualification requirements.
