2025-2027 Legislative Session Highlights

Agencywide

  • $10 million to create dedicated ongoing Tribal housing funding for Oregon’s nine federally recognized Tribes 
  • HB 3145 sets aside $25 million of Local Innovation and Fast Track (LIFT) funding for factory-built housing 
  • SB 829 establishes a program to help eligible entities cover the costs of property or liability insurance for affordable housing, shelters, etc. 
  • HB 3569 requires state agencies to invite certain legislators to participate on rules advisory committees as nonvoting members

Affordable Rental Housing

  • $465 million to develop new affordable homes with LIFT Rental 
  • $80 million to develop Permanent Supportive Housing (PSH) 
  • $8 million for current service level PSH program improvement 
  • $2.5 million to increase PSH rent assistance and service slots
  • $50 million for affordable housing preservation 
  • HB 3589 provides $24 million to stand up a senior housing development initiative 
  • SB 51 gives $3.3 million to Housing Development Center and requires OHCS to establish and maintain a preservation program 
  • SB 48 provides technical fixes to the Moderate-Income Revolving Loan Fund 
  • SB 684 directs OHCS to stand up long-term financing of residential housing and requires the agency to report on recommendations for mixed-income housing 
  • HB 2087 expands purposes for the Oregon Affordable Housing Tax Credit for affordable housing lending and allows credit for loans for preservation or rehabilitation of distressed properties without requiring typical rent reductions 
  • SB 973 requires landlords to provide applicants and new tenants notice of when affordability restrictions may be terminated and strengthens the existing timeline for notifying tenants 
  • SB 32 requires OHCS to post information about publicly supported housing on the department's webpage

Homeownership

  • $100 million to create affordable homeownership opportunities with LIFT bonds 
  • $2 million to decommission older, unsafe manufactured homes and provide loans for new, energy efficient manufactured homes 
  • $2 million for foreclosure avoidance counseling 
  • $2.5 million for manufactured park preservation 
  • $3.9 million for downpayment assistance 
  • HB 3144 extends the date for the dispute resolution advisory committee to sunset to 2031 
  • HB 2698 establishes a statewide goal for homeownership

Housing Stabilization

  • $204 million for a statewide shelter program 
  • $50.3 million to sustain rehousing programs 
  • $87.4 million to sustain the Long-Term Rental Assistance program 
  • $44.6 million for eviction prevention 
  • SB 120 increases the aggregate amount of tax credits to taxpayers who donate to Individual Development Accounts (IDAs) 
  • HB 3034 provides a technical fix to the Emergency Housing Assistance program 
  • HB 3792 increases the minimum amount collected for low-income electric bill payment and crisis assistance 
  • SB 465 removes annual cap on IDA matching funds 
  • SB 814 modifies eligibility for the long-term rental assistance program for youth 
  • HB 3644 directs OHCS to establish a statewide shelter program

Disaster Recovery and Resilience

  • $170.8 million expenditure limitation to continue supporting wildfire recovery from the 2020 Labor Day wildfires
