2027-2029 Housing Stabilization Proposals

Legislative Concepts

Tribal Housing Initiatives

Tribal Housing Grant Fund (formerly BAFI-NATO)

  • Create an Other Funds account to deposit the Tribal Housing Grant Funds received during the 2025 Legislative Session so they can be used by Tribes beyond June 30, 2027;
  • Increase affordability levels for Tribal housing projects to serve specific housing needs better for each of Oregon's nine federally recognized Tribes.

Statewide Shelter Program (part of the Agencywide Technical Fix legislative proposal)

  • Incorporate technical fixes to the Statewide Shelter Program established by HB 3644 (2025) such as including Tribes in the definition of eligible entities who can be regional coordinators and clarifying that a Tribe's service area can be the Tribal area instead of the current limitation that states a service area can't be smaller than a county.

Policy Option Packages

There are no revenue-neutral POPs for housing stabilization. Maintaining eviction prevention, rehousing, shelter, and long-term rent assistance remain a priority.
