Technology Strategic Progress Report 2025

Oregon Housing (OHCS) delivered on key initiatives throughout the 2023-25 biennium and continues to work on other initiatives that bridged into the 2025-27 biennium.

The updated Technology Strategic Plan will be completed and available in July 2025.


Initiatives Directly Supporting Business-critical OHCS Priorities

These initiatives directly Supporting Business-critical OHCS priorities were completed or near completion. In several instances, we needed to be flexible to meet the needs of the agency.

  • Disaster Recovery and Resilience (DRR) System of Record (Neighborly) implementation 
    • System implementation will be completed in June 2025, and the project will be turned over to program in early July 2026. 
    • Key takeaways: The program structure of placing IT directly into the division did not work as anticipated. The business unit had many issues in hiring and managing the IT employees. In February 2024,the CIO stepped in to resource the DRR system of record implementation project with members of the IT team. The result was improved vendor and relationship management along with system modules being tested and delivered on time. 
  • Data Governance planning and implementation 
    • Data governance is well on its way. To date, we have formed an internal Data Governance Committee and meet regularly with the business units. 
  • MS SharePoint/Teams initiative for externally sharing documents 
    • Project is complete. Processes are in place and documented. 
  • Housing Development Solutions Upgrade Cloud-based 
    • Vendor has not completed their SAAS solution. The business unit does not want to move to the solution until it is completed. 
  • Flex Lending: SQL database and FlexLIPS system for Homeownership reporting information 
    • Business unit has put the project on hold. 
  • Data extraction from retiring applications including the Landlord Compensation Fund (LCF) and Oregon Emergency Rental Assistance Program (OERAP). 
    • The LCF data has been retrieved and archived. OERAP will be archived at the end of 2025.
  • ARH Portfolio Compliance Management tool 
    • This project was completed with the procurement of a compliance tool. 
  • Racial Equity Analysis Toolkit support. 
    • Work on this project was completed. 
  • Grants management system 
    • The modernization project to move in-house applications to a cloud-based platform is underway. After the apps are completed, we will begin the process of enhancing the current applications to meet the need of a grants management system. 
  • Records retention: ORMS solution implementation. 
    • This project is ongoing as units are added to the ORMS system. 
  • CRM system requirements, selection, implementation 
    • Ongoing 
    • The CRM project was added to the Project Portfolio in May 2025. We will be implementing through 2026. 
  • CRM: Expand use agencywide 
    • Ongoing through biennium 
  • ITSM Tool Implementation (Jira) for sections requesting ticketing systems 
    • Jira was implemented for sections throughout the agency for process improvement and accountability. 
  • Budget and Financial Reporting System (BFRS) 
    • This project was canceled.

IT Operational Excellence

These projects will increase IT process maturity and systematically improve IT operation performance.

  • Mobile device management implementation 
    • Completed July 2024 
  • Improve workforce web security 
    • Implemented web content filtering 
  • Agency workforce training 
    • Developed an extensive repository of training materials for the SharePoint/Teams project and others containing documents, guides, and videos. 
  • Improve engagement/communications with business stakeholders 
    • Implemented trouble ticket service-level agreements and used internal communications channels to disseminate information. The internal website has been updated to include various central service units and metrics for transparency.

Technology Innovation

The following projects will improve our future innovation capabilities and decrease risk by increasing our technology maturity.

  • Legacy applications modernization: Rewrite and move to cloud-based system. 
  • Mobile applications development/enablement 
  • Data Lake Azure implementation for reporting on internal data sources (Some sources in Azure)
  • MS Teams Live Events implementation 
    • Continue to socialize Teams Live Events 
  • Document storage in M365 to better stage the agency in ease of access for all employees and disaster recovery. 
    • Project is ongoing. Several milestones have been met. Project expected completion in July 2026.
  • HMIS Data Warehouse project 
    • Azure environment is developed; data from OMC is live. 
    • Working on data agreements with Continuum of Care partner entities 
  • Artificial or (synthetic) intelligence implementation 
    • Co-Pilot: New - through biennium 
  • Cloud management Gateway for MECM 
    • Enterprise Intune Enrollment.
