The Affordable Housing Development (AHD) program supports long-term housing recovery in the eight counties affected by the 2020 Labor Day wildfires and straight-line winds. Developed and overseen by Oregon Housing and Community Services (OHCS), AHD provides funding directly to county governments or their alternates, such as public housing authorities or local governments, to design programs to develop affordable rental and homeownership opportunities, ensuring safe and stable housing for households with low to moderate incomes (LMI).
All AHD project funding has been awarded to selected projects. The program is not currently accepting new projects.
What AHD Funds
AHD-funded eligible projects, include:

Affordable rental housing: New construction and rehabilitation of affordable rental housing, including accessory dwelling units (ADUs).

Homeownership opportunities: Construction or rehabilitation of manufactured and stick-built homes.

Property acquisition and infrastructure: Property acquisition and infrastructure improvements to support affordable housing projects.
The current projects funded through AHD were based on the housing needs identified and programs developed by each impacted county.
The program supports both rental and homeownership opportunities for households with low and moderate incomes. Homes created through AHD are required to remain affordable for between five and 30 years, depending on the amount of AHD funding used.
