Types of PIER Projects
PIER supports projects focused on three areas: planning, infrastructure, and economic revitalization.
Planning projects support community, mitigation, and resilience planning, including:
- Assessing housing needs and developing housing recovery plans.
- Conducting hazard mitigation planning.
- Preparing economic revitalization strategies.
- Creating infrastructure improvement plans.
- Valuating environmental effects and sustainability.
- Conducting feasibility studies for public facility projects.
- Implementing community engagement and outreach initiatives.
Infrastructure projects support public facilities and infrastructure typically provided by government and open to or used by the general public, including:
- Repairing, replacing, or relocating damaged public facilities.
- Rebuilding or constructing new public facilities or improvements, such as water and wastewater facilities, emergency communication systems, and drainage improvements.
- Addressing specific current or projected hazards.
- Providing a match for Federal Emergency Management Agency (FEMA) Public Assistance or the Hazard Mitigation Grant Program.
Economic revitalization projects provide recovery assistance to businesses through grants or low-interest loans. These projects were meant to:
- Promote economic recovery.
- Improve long-term economic resilience.
- Address the needs of vulnerable populations.
- Support economic recovery in disaster-affected areas.
- Respond to urgent community needs.
- Support long-term economic development.
- Attract, retain, and restore local businesses.
How PIER Projects Were Selected
PIER provides Community Development Block Grant Disaster Recovery (CDBG-DR) funds from HUD to nonprofits, schools, local governments, and other qualified entities to support projects addressing unmet planning, economic revitalization, and critical infrastructure needs.
Regional selection committees recommended projects to OHCS based on the specific needs and priorities of their counties and communities. OHCS allocated funds based on a HUD-approved needs assessment for the eight counties most affected by the 2020 Labor Day Disasters.
