Intermediate Housing Assistance (IHA)

 
IHA provides temporary rental and utility assistance to help you transition to a permanent home. If you are struggling to find affordable housing, this program may help.

Do not wait to apply: The final deadline to apply is June 30, 2026. After this date, you will not be able to apply.

Qualifying for assistance

To be eligible for IHA: 
  • You must have lived in one of the impacted counties at the time of the 2020 Labor Day Disasters: Clackamas, Douglas, Jackson, Klamath, Lane, Lincoln, Linn, or Marion.
AND

  • Your home was damaged or destroyed by the 2020 disasters
If your household income is at or below 120% of the area median income (AMI) for your county, you must:
OR

  • You do not have verified home loss, but were affected by the 2020 disasters and need housing help
If your household income is at or below 80% or below the area median income (AMI), you may still qualify if you can show housing instability. See the ReOregon income requirements webpage for details. 

Housing instability means: 
  • Your housing costs are more than 30% of your monthly household income or
  • Your current housing is not decent, safe, or sanitary, and housing that meets basic standards would cost more than 30% of your household income
Additional requirements for all applicants

You must: 
  • Not own a home that your household can live in (this includes manufactured homes)
    • If you own a home that is currently rented to tenants, you will need to provide documentation
  • Not be living on a property you own that was damaged by the disasters
  • Be actively looking for permanent, affordable housing
  • Be willing to work with a case manager to set and work toward your housing goals
Please note that participating in IHA will not disqualify you from other Housing Support Services programs.

What to expect 

If you choose to participate in IHA, here is what you can expect:
  • You will need to verify your monthly household income when you begin and again every six months.
  • You pay 30% of that verified income amount toward rent.
    • For example, if your monthly household income is $1,000, you would pay $300 (30%) toward rent. IHA would pay the rest of your rent directly to your landlord.
  • IHA pays the remaining amount directly to your landlord or rental agent.
  • Assistance may last for up to 24 months or until the program’s funding is fully spent.
  • While in the program, you will also need to work with case managers on housing goals to get into permanent housing. 

How to apply

To apply to IHA, you must work with your local community action agency (CAA) to submit a completed Housing Support Services application and submit the required documents.
