Methods for targeting

  1. Please provide an update on your targeting plan including challenges successes, etc.: OHCS stopped taking HAF applications in the past year and made final payments on those applications in February 2025. Continuing from 2024, in Q4 2025 and early 2026, OHCS attempted to target "high risk" homeowner situations.
  2. OHCS promoted HAF with stakeholders of manufactured home parks and floating home marinas; local housing counselors, partners, and legal networks; bankruptcy courts, reorganization trustees, and attorneys; through an interested party email, media release, social media posts, and messages from our executive director.

    In July 2024, Oregon began working with every county to send direct mailers to homeowners in or entering the property tax foreclosure process. We estimate this resulted in over 1,700 letters reaching potentially eligible highest risk homeowners in 24 counties. We worked to process and support applications that came in based on this effort.

    In October 2024, we sent 200 homeowners in nonjudicial foreclosure HAF letters as our final direct outreach attempt for homeowners in foreclosure, encouraging them to apply directly or work with a housing counselor.
